The Government of Montenegro has adopted the Strategy for the Development of Women’s Entrepreneurship for the period 2025–2028, along with the Action Plan for 2025–2026, confirming a strong strategic orientation toward improving the position of women in entrepreneurship and supporting their active participation in the country’s economic development.
The new Strategy builds upon previous strategic documents and is grounded in an analysis of past results, as well as recommendations from relevant domestic and international stakeholders. The document identifies key challenges and needs of women entrepreneurs, sets strategic goals, defines support measures, and focuses on creating an enabling business environment for the development of women’s entrepreneurship, particularly in the small and medium enterprise (SME) sector.
Strategic goals focus on:
- Improving the business environment and entrepreneurial ecosystem;
- Encouraging the transition of women’s entrepreneurship toward sustainable, green, and digital business;
- Strengthening business associations and the internationalization of women-led businesses.
The Strategy includes an Action Plan for implementation in the period 2025–2026, which outlines 93 concrete activities with clearly defined indicators, timelines, funding sources, and responsible institutions. The total planned financial framework for the implementation of the Action Plan amounts to €12,679,900 in 2025 and €12,346,120 in 2026, with the majority of funding coming from the national budget, supported by local governments, IPA funds, donor programs, and the private sector.
Through the implementation of the Strategy, the following outcomes are expected:
- Economic empowerment of women through skills development and access to support;
- Increased competitiveness of women-owned businesses;
- More efficient and inclusive support policies for women’s entrepreneurship through public, private, and civil sector partnerships.
Adopting this Strategy represents an important step toward achieving gender equality and the inclusion of women in the sustainable economic development of Montenegro.
